PSU makes high pitched noise and nothing powers on?

I have a new server motherboard in a 932 HAF case. I plug in the power supply and it instantly makes a high pitched ringing sound, the fans do not turn, and the motherboard does not turn on. I hit the power button on the case and still nothing. The only way to get rid of the ringing is to unplug the power supply. What is causing this?
